At the end of December the only partner resident here - I. Humphreys - was before the Guildhall Tribunal for exemption from Military Service, & it was then stated by the Military Representative that the War Office & The Colonial Office were in constant communication with the Governor in Hong Kong in respect to our partner's contention that a Military Service Act had been passed by the Legislature there.

Mr Humphreys' contention was that as the partners out East are on Military Service & under Military control, it was impossible for us to secure the release of one of them for despatch to this Country to replace the resident partner here; but on the last appearance of Mr Humphreys - in early January - the Tribunal gave him up to the 24th March to enroll - without, we submit, considering the aspect of the position detailed.

We have appealed against this decision, & the case is to come before the House of Commons Appeal Tribunal on the 28th inst, & in view of the urgency of the matter we shall be extremely obliged to receive some indication of your reply on the subject.
